Although the constitutional movements that occurred at the beginning of the 19th century tended to unify the regime of the entire Spanish monarchy, suppressing the privileges enjoyed by the Vascongadas and Navarra, it is true that when the first Carlist war began, in year 1, they were those and this one in legal possession of all their jurisdictions. Knowing the spirit that animated the Navarrese and Basque people who were active in the Carlist Army, during the aforementioned civil war, the General in Chief of the Queen's Troops, D. Baldomero Espartero, wanting to put an end to that fratricidal struggle, published the proclamation of Hernani in which he stated that the privileges would be preserved.
