At the secret session held on March 17 last, it was resolved that the municipalities of the province should be informed of the outcome of the negotiations relating to the so-called Economic Agreement, once the draft Law on the General State Budget—which at that time was under consideration by the co-legislative bodies—had been approved, sanctioned, and published. As said law was promulgated on June 29 last, the Special Committee appointed by Your Excellency considers it its duty to submit for your approval the manner and terms in which such an important and at the same time delicate matter is to be made known to the country, thereby breaking the reserve with which the Most Excellent Corporation has thus far treated all matters concerning this subject.
