In compliance with the provisions of article 226 of the municipal Statute and the complementary provisions of the Municipal Employees Regulation, there are many proposals for forced groupings of City Councils that are submitted to the Government for approval. The directly interested Corporations do not always give their consent, and in order to carry out the reform without hurting respectable interests, the Government proposes to first agree only on those in which such conformity exists.
