The question of a possible reinstatement in the current State of the Economic Agreements, which since the last century regulated the economic, tax and also, in part, administrative relations, between the Basque Provinces and the Spanish State, can only be answered by first determining in what consist, or consisted, of said Economic Agreements. We must begin by stating that this topic entails specific difficulties, which are not found when studying other legal-administrative and constitutional problems. And this difficulty lies fundamentally in two issues that are closely linked, not being able to determine which is the cause and which is the chosen one: confusion and ignorance on the subject, and on the other hand great difficulty in finding sources and doctrinal studies.
