Draft General Statute of the Basque-Navarrean State
Amended by the presentation appointed by the managing commissions of the provinces of Vizcaya, Guipúzcoa, Álava and Navarra

The purpose of this Statute is to indicate the norms that Álava, Guipúzcoa, Navarra and Vizcaya, freely agreeing and in the exercise of their particular sovereignty, agree to establish for the legal regime of the Basque Country and its relations with the Spanish Republic. The Basque Country, made up of the confederation of Guipúzcoa, Álava, Navarra and Vizcaya, constitutes a natural entity that, by virtue of this Statute, acquires legal personality with the right to establish and govern itself as an autonomous State within the entire State. Spanish, with which it will live articulated in accordance with the rules of the law of concerted relations in this Statute and will be called the Basque-Navarre State. Álava, Guipúzcoa, Navarra and Vizcaya will in turn be governed autonomously within the unity of the Basque Country, for which purpose they will freely form and approve their respective particular Constitutions for their internal regime.
