It is widely known, at least in certain circles, the recurring problem of fiscal harmonization and coordination that, within the Economic Agreement, usually arises on the occasion of any tax reform, or modification of the Agreement with the incorporation of new taxes; or even the problems between the Provincial Councils when making their contributions to the common quota fund. In the few pages that follow we will briefly review the main fiscal conflicts raised between the Basque Provincial Councils and the Ministry of Finance from the Law of July 21, 1876 until the abolition of the Economic Agreement with Bizkaia and Gipuzkoa in 1937.
