General Statute of the Basque State

It is declared that the Basque Country, made up of the current provinces of Álava, Guipúzcoa, Navarra and Vizcaya, constitutes a natural and legal entity with its own political personality and is recognized as such the right to establish and govern itself, as an autonomous State. within the entirety of the Spanish State, with which it will live articulated and in accordance with the rules of the law of concerted relations in this Statute.
