Since three or four years ago, the regional question was stirred up again in the Basque country, because it was understood that the renewal of the economic agreement with the State was an opportune opportunity to do something in the order of strengthening our diminished autonomy, establishing at least a base firm of operations for new advances towards the ideal, I have heard in trams, railways, circles and private gatherings and I have read in the daily press and in magazines, such concepts lacking all logic and reason, such inconsistencies accusing of supine ignorance, such observations strange and such absurdities, in short, referring to that great provincial question, that many times I have asked myself if that of the good sense of the Basque race, in which I believed as if in a dogma, was not part of one of as many legends as I am throwing at every moment into the basket of old and useless papers.
