When it is deemed appropriate to agree to the refund in cash of the amount of the stamp duty improperly attached to documents to compensate the interested parties for their value, those less than 4 pesetas will be excluded from the account, if in fact they are only attached in price units that fluctuate between one peseta and 3.50, deducting from the total of the rest the greater percentage of the premium paid to the vendors; and by analogy to the provisions of art. 5. of the State Stamp Law, 5 cents per stamp will also be reduced for manufacturing costs.
