No podrán los Ayuntamientos exigir otros arbitrios que los actualmente establecidos y autorizados por la Excma. Diputación Provincial, ó que en adelante se establezcan y autoricen en la forma dispuesta por este Reglamento; pero les será permitido disminuir los existentes o suprimirlos en absoluto.
