Provincial Council of Gipuzkoa

The Provincial Council is the Superior Head of the Offices and Dependencies of the Province. All departments will function completely independently of each other, under the direction of their respective heads; but the Secretariat will be the center of communication for all of them with the Provincial Council, Commissions within it and the Provincial Commission; The other offices, nor their Heads, cannot dispense with the delivery to the Secretariat of the writings, communications or works directed to those entities.
