If it is always satisfactory for those who hold a public office in society and are aware of fulfilling a duty, to give a public explanation of their conduct, it is extremely satisfactory for the Provincial Council of Biscay that is going to cease, to submit to the sanction of the Country all the acts of its administration since the day when, due to the deep love that its members profess for the land where they first saw the light, and attentive only to the well-being of their countrymen, they imposed on themselves the sacrifice of governing the destiny of the Province.
