On November 12, the Provincial Council's Charter Commission sent a circular to the former provincial deputies, asking them to answer the following questions before the 31st of the current month: "First.-In the event that the Province is in the fullness of their regional rights, as they were before the Law of October 25, 1839, what would be, in your opinion, the adaptation of this state of law to current life, both with regard to the powers , well defined, of the Province in its internal regime, as well as in its relations with the State, in such a way that they can be materialized in the articles of a law voted on by the Cortes. "Second.-How the regional organizations should adapt or transform, in response to the needs and circumstances of the day."
