The exceptional competence and well-deserved reputation in their knowledge of the provincial law of Vizcaya of my enlightened colleagues in the Commission appointed by the General Meeting of this Illustrious Lawyers College of Bilbao to propose the sense in which it should report to the Most Excellent Provincial Council on the proposed law of the deputy to Cortes for Burgos and distinguished neighbor our Mr. Antonio de Arteche delimiting the territories in which the Jurisdiction is to govern, they demand that, upon dissenting from their opinion, I justify as fully as possible that dissent.
