This study explores the development of regulations that were in the Basque Economic Agreement since its inception in 1878 until its abolition for Biscay and Gipuzkoa in 1937, studying how it corresponded to the legal framework of the Restoration and the Second Republic, analyzing the legal, constitutional, juridical and statutory context and regulations which had to be taken into account in order for it to begin, grow and develop in difficult times.
