The Basque system of internal distribution of public resources enjoys a special uniqueness: the intermediate administrative level, made up of the Foral Institutions, collects, by virtue of the Economic Agreement, the vast majority of the public income of the Community, while the higher level, The Basque General Administration, in the development of its powers, carries out the largest volume of public spending. This inter-institutional asymmetry between income and public spending gives rise to financial relationships between the three institutional levels, which are regulated, fundamentally, in the Law of Historical Territories and in the Contribution Laws.
