Loving friends, who know perfectly well the genesis and process of this pamphlet, see the convenience and advise me to explain in this place the reasons for its appearance at this time that, due to political mutations that occurred unexpectedly, could seem late and inadequate. I do not fully share your opinion, because, unfortunately, the figure of the Concert that I present will not acquire the necessary health due to a simple change of Government. Precisely at this time the decision has been made to suspend all economic agreements adopted by City Councils and Provincial Councils after January 28. This determination, not very respectful of our special regime, has been welcomed by the entire country, currently absorbed in tearing down all the puppets of public life.
