The forality understood as a specific legal system of the Territories that currently encompass the reality of the Autonomous Community of the Basque Country (Araba - Álava, Bizkaia and Gipuzkoa) and the Foral Community of Navarra has existed for centuries, and has evolved to be essential part of our legal heritage, specifically protected by the Spanish Constitution of 1978. Therefore, its analysis or rather, the analysis of an essential part of its configuration in the TTHH of Araba – Álava, Bizkaia and Gipuzkoa, as is taxation, and where appropriate, the evolution suffered in this area (from a fiscal and tax system of its own to the current concerted system) and the defense carried out for the sake of greater protection thereof has focused the object of study and investigation.
