The patriotism of the Basque Provinces and the enlightenment of their zealous representatives has facilitated the Government's mission by making use once again of the authorization contained in number. 2nd of art. 5.º of the law of July 21, 1876, to regulate, as the circumstances of the Nation advise, the duty that the Constitution of the Monarchy and art. 3.11 of that Law require all Spaniards to contribute to the burdens of the State in proportion to their assets.
