This work was not originally intended for publication. It was written solely for the purpose of fulfilling the requirements for the degree of Doctor in the Faculty of Law and to be read on I am taking up that investiture; however, today, having fulfilled those objectives and in obedience to respectable indications, I have decided to print this speech, written with all the defects inherent in the haste with which, due to special circumstances, I had to write it. I would like to take this opportunity to give some preliminary explanations.
