What is the Basque Quota?

The Quota is the contribution that the Basque Country makes to the Spanish State as a contribution to the exercise of the competencies not assumed by the former and exercised by the latter. In this way, the Quota constitutes the mechanism that balances the “deficit” financing situation of the State, a consequence of the financing legal framework established by the Statute of Autonomy and the Economic Concert, which provides significant fiscal capacity to the Basque Country.

“Conversaciones en la vidriera” is a podcast produced by the Provincial Council of Bizkaia to rediscover Bizkaia’s institutional, social and cultural roots through its major milestones. From the architectural legacy of the Provincial Palace to key moments such as the New Charter, the 500th anniversary of the Foral Government, and the 150th anniversary of the Economic Agreement.
1. The Foral Palace
In this first episode, the history, architecture and symbolic significance of the Foral Palace of Bizkaia are explored.
2. The world in 1526
In this second episode, we travel back to the year 1526 to explore the origins of the Lordship of Bizkaia and how the foral phenomenon fitted into the societies of the time.
3. The Institutionalisation of the Fuero
In this third episode, the evolution of the Fuero of Bizkaia is explored, from the Old Fuero of 1457 to the New Fuero of 1526. It examines the key elements of this transition, the representation of towns and the city in the General Assemblies, and the significance of the Concordia of 1630 as a fundamental agreement for the Lordship.
4. The Fiscal Quota in the Fuero of 1526
In this fourth episode, the focus is on the New Fuero of 1526, which established a unique fiscal system in Bizkaia, rooted in medieval tradition and including taxes such as pedidos, levies on ironworks, customs duties, and tithes.
5. The women of Bizkaia
In this fifth episode, the focus is on the invisible women of the Casa de Juntas of Gernika. It explores the women who appear in Francisco de Mendieta’s painting El Besamanos despite never having been there, as well as those who were present but were not represented.
6. The “Periphery” of the Fuero
In this sixth episode, the role of the 1526 Fuero in shaping freedom of trade and the idea of a “moral economy” is explored, along with its other side: smuggling and the Matxinadas.
7. The military exemption
In this seventh chapter, we examine the failure of the system of foral militias and how the political tensions following the Carlist Wars ultimately led to the definitive abolition of these privileges in 1876.
