The 8th biennial conference “The Shadow Economy, Tax Evasion and Public Finances” (Shadow 2023) will be held in Tallinn, Estonia, 21-24 Sept. 2023
The conference will provide a great opportunity for scholars across disciplines to explore and discuss recent research on the shadow economy, tax evasion, public finances and related fields, from the perspectives of households, firms and governments.
We invite submissions within the overall conference theme including:
- shadow economy,
- tax compliance,
- money laundering,
- corruption,
- formal and informal institutions,
- behavioural economics,
- tax evasion and public finances.
The conference is organised by Tallinn University of Technology (TalTech).

About the conference
The conference will be held in the ground-floor meeting rooms of the Joint Building of Ministries of the Republic of Estonia, Suur-Ameerika 1, Tallinn, Estonia.
The conference venue is accessible for individuals with mobility restrictions, and it is a five-minute walk from the medieval old town. September is a good time to visit the bustling old town of Tallinn.
The conference will be held from Thursday 21 Sept. to Sunday 24 Sept. 2023. It starts in the afternoon on 21 Sept. and continues on 22 and 23 Sept. There is a social programme on 24 Sept., which includes a guided tour to the old town and places in the neighbourhood of Tallinn often overlooked by tourists.

Submissions
Authors are invited to submit full papers or extended abstracts (1500 words) for the Shadow 2023 conference. The papers can be empirical or theoretical. Papers will be reviewed and selected by the scientific committee. Papers should be in pdf format and be submitted no later than 23:59 Central European Time on 1 June 2023 at the conference webpage. The acceptance decisions will be announced on 1 July 2023.
Publication possibilities
Publication opportunities are being negotiated and will be announced via the conference website.
Registration
We kindly ask participants to register for the event by 15 Aug. 2023 through the conference website.
The fee for the conference is 300 euros or 240 euros without the optional social programme on 24 Sept. The fee includes in any case the reception on 21 Sept., the conference dinner on 22 Sept. and catering at all lunches and coffee breaks.
